PREFACE
Every news of the deliberations in the House hits the headlines and attracts enormous public attention What Dr. Ivor Jennigs wrote of the English Parliament decries back that Parliament is one of the greatest propaganda instruments in the World; it enjoys a prestige that no institution in the world can surpass and has been called the finest platform in England still holds goo with respect to every legislature and the people whom it represents.
Private enterprise and governmental initiative have ensured accessibility to the electronic media even in the remotest areas and farthest corners. Of late, a good number cf media groups both within and outside the State have been showing keen interest in telecasting live the business of the House Contemporanous transmission of the proceedings also enable the electorate to closely involve and share the efforts of their representatives when causes vital to their existence is discussed, debated and decided in the House. Request for the telecasting or use of footage already recorded are ever on the increase. It is in this background the Hon'ble Speaker as empowered under Rule 306 of the Rules of Procedure and Conduct of Business has issued these Instructions, which are intended to be strictly observed.
